Promulgated together with this Decision are the list and codes of Vietnamese administrative divisions, which exist up to June 30, 2004, for uniform application nationwide.

The code given to an administrative division is a sole identification number which shall remain unchanged throughout the course of actual existence of such administrative division.

When administrative divisions (provinces, districts, communes or equivalent levels) are merged or divided, their codes may be kept unchanged or renewed according to the principles prescribed in this Decision.

The General Department of Statistics is assigned to manage and arrange existing codes and grant new codes to administrative divisions when they are changed.

This Decision takes effect 30 days after its publication in the Official Gazette and replaces all previous documents contrary to it.- (Summary)
