Circular No.151/TCCP-TC of August 4, 1997 guiding the organization of the Managing Boards of industrial parks, export processing zones and high-tech zones as well as the regime of wages for their staff members.
In provinces or cities directly under the Central Government where exist only industrial parks or only export processing zones, the Prime Minister decides the establishment of a Managing Board for the direct management of such industrial parks or export-processing zones. In provinces or cities where exist both industrial parks and export-processing zones, the Prime Minister decides the establishment of a joint Managing Board for the direct management of all industrial parks and export-processing zones located in such provinces or cities. In specific cases, the Prime Minister shall decide the establishment of a specific Managing Board for the management of an industrial park. For industrial parks or export-processing zones which operate in more than one province, the Prime Minister decides the establishment of a Managing Board for the direct management thereof. In each high-tech zone, the Prime Minister decides the establishment of a Managing Board for the management thereof.
The People’s Committee of a province where an industrial park or an export processing zone is located shall submit to the Prime Minister dossier for the establishment of the Managing Board of such industrial park or export processing zone. The Ministry of Science, Technology and Environment shall compile dossiers and submit them to the Prime Minister for the establishment of the Managing Boards of high-tech zones. The Ministry of Planning and Investment shall compile and submit to the Prime Minister dossiers for the establishment of the Managing Boards of industrial parks and export-processing zones located on the inter-provincial territories.
The Circular also provides guidances on the tasks, powers and organizational structure of a Managing Board; the staff and wages thereof, training and fostering of cadres of the Managing Board.- (Summary)
