This Circular specifies the regime for:

- The laborers working under labor contracts in enterprises and youth volunteer units tasked by the State to directly build Ho Chi Minh Road (Salary: minimum salary and title, job salary coefficient; allowances: location allowance, allowance for mobile jobs, allowance for hazardous and dangerous jobs, attraction allowance; mid-shift meal regime; bonuses).

- The laborers working in youth volunteer units that receive work-volume package jobs from the enterprises participating in the construction of Ho Chi Minh Road (wage, health insurance, social insurance, labor protection and other expenses).

The above-said spendings shall be accounted into the project production costs.- (Summary)
