DECISION
Approving lists of communes meeting with exceptional difficulties, border communes and communes in former resistance bases to be covered by the Program on socio-economic development in communes meeting with exceptional difficulties in ethnic minority and mountainous areas in the 2006-2010 period (Program no. 135, phase II)
THE PRIME MINISTER
Pursuant to the December 25, 2001 Law on Organization of the Government;
Pursuant to the Prime Minister's Decision No. 07/2006/QD-TTg of January 10, 2006, approving the program on socio-economic development in communes meeting with exceptional difficulties in ethnic minority and mountainous areas in the 2006-2010 period;
At the proposal of the Minister-Director of the Nationalities Committee,
DECIDES:
Article 1.- To approve the lists of 1,644 communes meeting with exceptional difficulties, border communes and communes in former resistance bases which have not yet attained the objectives of Program No. 135 of the 1999-2005 period, and communes split under the Government's decrees, from communes having not yet attained the objectives of Program No. 135 of the 1999-2005 period, which shall be covered by the program on socio-economic development in communes meeting with exceptional difficulties in ethnic minority and mountainous areas in the 2006-2010 period (Program No. 135, phase II). The lists of communes to be covered by Program No. 135 in the 2006-2010 period are enclosed with this Decision.
Article 2.- To provide investment supports from the state budget for a total of 1,644 communes in the 2006-2010 period as follows:
1. The central budget shall provide investment supports for 1,581 communes (the list is enclosed herewith).
2. Local budgets shall provide investment supports for 63 communes (the list is enclosed herewith).
Article 3.- Other communes having not yet attained the objectives of Program No. 135, which are split from communes having attained the objectives of Program No. 135 of the 1999-2005 period and recommended by localities, shall be additionally considered to be covered by Program No. 135 after identification results are obtained from the three regions.
Article 4.- This Decision takes effect 15 days after its publication in "CONG BAO."
This Decision replaces the Prime Minister's Decisions No. 1232/QD-TTg of December 24, 1999, No. 647/QD-TTg of July 12, 2000, No. 42/2001/QD-TTg of March 26, 2001, No. 120/2002/QD-TTg of September 18, 2002, No. 231/2003/QD-TTg of November 12, 2003, and No. 15/2005/QD-TTg of January 19, 2005, approving lists of, or adding and replacing, communes meeting exceptional difficulties, border communes and communes in former resistance bases covered by Program No. 135 of the 1999-2005 period.
Article 5.- Ministers, heads of ministerial-level agencies, heads of government-attached agencies, and presidents of provincial/municipal People's Committees shall have to implement this Decision.
